MOST ADDRESSES HAVE AN OWNER WITH A SECRET.
Nearly everything on a blockchain belongs to whoever holds a private key, and every key can be copied, leaked or lost.
Programs needed somewhere to keep things that no person could sign for. The answer was not a better secret. It was an address with no secret at all, governed only by the code that can derive it.

NO SIGNATURE. JUST A RULE.
A PDA is never signed for cryptographically. When a program calls another program, it can hand the runtime the seeds and bump; the runtime re-derives the address with that program's own ID and, if it matches, treats the address as a signer for that call.
Public bytes the program chooses. Not secrets. Anyone can inspect or pass them.
One byte, counted down from 255 until the elliptic curve is missed.
The only executable program allowed to act for the resulting address.
It does not make anything safe by itself: whatever the address holds is controlled by the program's code, including its bugs and whoever can upgrade it.
Anyone can derive the same address, so the seeds hide nothing. Deriving an address does not create an account. And “no private key” means none exists to be stolen, not that nothing can move.
